After forcing the game to use Vsync in the Nvidia control panel, it was now capped at 60FPS but the stuttering is STILL OCCURING! Using Fraps, my FPS was about 3000 in the main menu with Vsync enabled, wich is defenitely not normal.
Thanks for replying, but the stuttering occurs no matter what is happening in game, it happens at the main menu and when a lot of stuff is happening. Try enabling Vertical Sync and Frequency 60Hz in the video section of the options menu.
